A meeting of the Board of Equalization of the County of Cuming, in the State of Nebraska was convened in open and public session at 11:00 a.m. on January 26, 2016, at West Point, Nebraska with all members present. Read More

 

Notice of the meeting was given in advance thereof by publication on the County Website and in the Wisner News Chronicle, legal newspaper for Cuming County, two of the County’s designated methods for giving notice, a copy of the agenda being attached to these minutes.  Notice of this meeting was published as a combined notice with the County Board of Supervisors’ January 26 and 27, 2016, notice.  Notice of this meeting was given in advance to the members of the Board of Equalization and a copy of their acknowledgment of receipt of notice and the agenda are attached to these minutes.  Availability of the agenda was communicated in the advance notice and in the notice to the County Board of Equalization of this meeting.  The Chairman of the Board publicly stated to all in attendance that a current copy of the “Nebraska Open Meetings Act” was posted at the entrance to the meeting room and the pamphlet form of the act is available upon request.  All proceedings hereafter shown were taken while the convened meeting was open to the attendance of the public.

 

  1.  MINUTES

A motion was made by Ott and seconded by Meister to approve the minutes of the last meeting as read.  All present voted yea in favor of said motion.

 

  1. TAX CORRECTIONS

The following tax corrections were presented to the Board for approval; ID No. 0002520.00-RE qualified for homestead – corrected 2015 tax list – deducted $677.82 from the tax rolls; ID# 0040870.00-RE did not qualify for homestead exemption -changed 2015 tax list – added $300.94 to the tax rolls; ID No. 000012554-PP duplicated equipment – corrected 2015 tax list – deducted $1.60 from the tax rolls; ID No. 000010254-PP duplicated item – corrected 2015 tax list – deducted $103.70 from the tax rolls.  A motion was made by Sill and seconded by Mutzenberger to accept the tax corrections as presented.  Upon a roll call the vote resulted as follows; Meister, Sill, Ross, Ott, Mutzenberger, Wiechman and Tichota, yeas; nays none; motion carried.

 

  1. REAL ESTATE EXEMPTION HEARINGS

A motion was made by Mutzenberger and seconded by Ross to approve the minutes of the last meeting as read.  All present voted yea in favor of said motion.

 

  1.  MOTOR VEHICLE EXEMPTION

A vehicle exemption application was presented from Franciscan Care Services for 14 vehicles.  A motion was made by Meister and seconded by Ott to approve the application as presented.  Upon a roll call the vote resulted as follows; Meister, Ross, Ott, Mutzenberger, Wiechman, Sill and Tichota, yeas; nays none; motion carried.  

 

  1.  TAX CORRECTIONS

The following tax corrections were presented to the Board for approval; ID No. 0057622.00-RE split 3.25 acres after statements were mailed – changed 2015 tax list – deducted $200.70 from the tax rolls; ID# 0057624.00-RE split from parcel 0057622.00 changed 2015 tax list – added $200.70 to the tax rolls.  A motion was made by Mutzenberger and seconded by Wiechman to accept the tax corrections as presented.  Upon a roll call the vote resulted as follows; Meister, Sill, Ross, Ott, Mutzenberger, Wiechman and Tichota, yeas; nays none; motion carried.

 

  1.  DATE FOR REAL ESTATE EXEMPTION HEARINGS

The Board discussed with the County Assessor a date to hear real estate exemptions.  The Board agreed to conduct the hearing at 11:15 on January 26, 2016.

 

  1.  ADJOURN AS A BOARD OF EQUALIZATION

At 11:20 a.m., a motion was made by Mutzenberger and seconded by Sill, to adjourn as a Board of Equalization and reconvene as a Board of Supervisors.  All present voted yea in favor of said motion.

  1. TAX CORRECTIONS

The following tax corrections were presented to the Board for approval; ID No. 000011780-PP sold business – corrected the 2014 tax list – deducted $4.68 from the tax rolls; ID# 0058650.00-RE homestead correction – added $686.78 to the tax rolls.  A motion was made by Ross and seconded by Mutzenberger to accept the tax corrections as presented.  Upon a roll call the vote resulted as follows; Meister, Sill, Ross, Ott, Mutzenberger and Tichota, yeas; nays none; Wiechman absent; motion carried.

The following tax corrections were presented to the Board for approval; ID No. 59870.00 clerical error, corrected the 2014 tax list – added $4,856.41 to the tax rolls; ID No. 59870.00 clerical error, deducted $4,856.41 to the tax rolls; ID No. 12761PP – sold UTV accelerated 2015 taxes – added $72.32 to the tax rolls.  A motion was made by Ott and seconded by Mutzenberger to accept the tax corrections as presented.  Upon a roll call the vote resulted as follows; Meister, Ross, Wiechman, Ott, Mutzenberger and Tichota, yeas; nays none; Sill absent; motion carried.

  1. VEHICLE EXEMPTION

A vehicle exemption application to exempt six vehicles from motor vehicle taxes was submitted from Central Catholic High School.  A motion was made by Sill and seconded by Wiechman to accept the application as presented.  Upon a roll call the vote resulted as follows; Wiechman, Mutzenberger, Ross, Ott, Sill, Meister and Tichota, yeas; nays none; motion carried.

Notice of the meeting was given in advance thereof by publication on the County Website and in the Wisner News Chronicle, legal newspaper for Cuming County, two of the County’s designated methods for giving notice, a copy of the agenda being attached to these minutes.  Notice of this meeting was published as a combined notice with the County Board of Supervisors’ June 23 & 24, 2015 notice.  Notice of this meeting was given in advance to the members of the Board of Equalization and a copy of their acknowledgment of receipt of notice and the agenda are attached to these minutes.  Availability of the agenda was communicated in the advance notice and in the notice to the County Board of Equalization of this meeting.  The Chairman of the Board publicly stated to all in attendance that a current copy of the “Nebraska Open Meetings Act” was posted at the entrance to the meeting room and the pamphlet form of the act is available upon request.  All proceedings hereafter shown were taken while the convened meeting was open to the attendance of the public.

#5.  VEHICLE EXEMPTION

A vehicle exemption application to exempt motor vehicle taxes was submitted from Franciscan Care Services for a 2015 Ford Focus and a 2015 Chevrolet Sonic.  A motion was made by Sill and seconded by Wiechman to accept the application as presented.  Upon a roll call the vote resulted as follows; Wiechman, Mutzenberger, Ross, Ott, Sill, Meister and Tichota, yeas; nays none; motion carried.

  1. TAX CORRECTIONS

The County Assessor reported to the Board on a future tax correction.  She also stated that the Board will be presented with a 451 real estate exemption application from the Church of Dios es Amos, West Point, NE.  Time on the May agenda will be scheduled for their review of the application.  No formal action was taken.

5.   ADJOURN AS A BOARD OF EQUALIZATION

At 11:40 a.m., a motion was made by Sill and seconded by Mutzenberger to adjourn as a Board of Equalization and reconvene as a Board of Supervisors.  All present voted yea in favor of said motion.
